Spending scale and intensity answer different questions
The yuan total shows resources committed at current prices. Intensity divides R&D expenditure by GDP and is better for comparing investment relative to economic size.
Basic research is a subset
Basic-research expenditure is included inside total R&D. Its share should not be added to R&D intensity because the denominators differ.
International rankings require one methodology
Cross-country comparison needs a single dataset, common year and consistent treatment of purchasing power, exchange rates and sector coverage.
