The NBS annual communique is a latest summary; the NHC bulletin is a detailed health-statistics system. Institution, bed and personnel categories need a metric-level bridge before growth rates are defensible, so the two sources remain separate.

The physician panel has no year covering all eight entities, and nurses and midwives has only one. There is no play control and no interpolation.

Category boundary
Medical and health institutions also include primary-care and professional public-health institutions. Hospitals are one category.
Personnel boundary
Health personnel, technical personnel, physicians and nurses overlap or nest. Adding them double-counts people.
Outcome boundary
Beds or physicians per 1,000 describe supply scale, not access, efficiency, quality or health outcomes by themselves.
