1 · 登记
先建lineage，再录数值
每条正式序列先获得稳定ID、发布机构、统计范围、更新入口、提取位置和可比性说明。
2 · 来源
按发布版本登记
公报、API、数据库版本和图册分别登记来源ID、发布日期、检索日期和归档路径。
3 · 保留
不丢失原始含义
原始单位、存储单位、换算规则、参考年份和地理范围始终附着在序列及数据点上。
4 · 校验
拒绝无来源数据
自动校验要求所有正式数据点都能解析到已登记的序列和来源记录。

Every published data series must have one lineage record here before publication.

Individual indicator files may contain source_id references, but the update route and same-scope instructions belong here.
- 03
Do not create a new lineage record for every yearly observation. Use one record per stable statistical series and list year-specific source instances separately.

If a source changes methodology, scope or publisher, create a new series_id instead of silently continuing the old series.
- 05
International comparison series must record dataset version, download date and methodology URL.
- 06
Source URLs, table names, row labels, units and conversion rules must be sufficient for another editor to reproduce the update.

比较原则：国际排名尽量使用同一数据库版本、同一定义和共同年份。城市比较始终显示行政边界和参考年份。若方法或覆盖范围发生实质变化，应建立新的序列ID，而不是静默延长旧序列。
